Description

Summary: Plans, directs, and coordinates administrative activities concerned with rail switching activities, maintaining all required billing and operational records.

Essential Duties and Responsibilities: include the following. Other duties may be assigned.

  • Confers with department heads to establish administrative and operational policies and procedures for following federal, company and customer requirements.
  • Analyzes records of daily operations such as daily rail car count and rail cars scheduled in/out, worker time keeping for payroll, absenteeism, to maintain knowledge of department activities.
  • Confers with other supervisory personnel and employees to stay apprised of daily work schedules and to ensure priority scheduling of rail car movements.
  • Discusses rail car movements with customers and resolve concerns.
  • Responsible for purchasing and receipt of materials and supplies. Monitors inventory of parts and materials and prepares requisition forms for items in short supply.
  • Analyzes productivity and budget reports to determine allocation of work force and equipment, and productivity of the switching operation within assigned region.
  • Interprets policies and procedures for subordinates and monitors activities to ensure that policies and procedures are followed.
  • Oversees administrative matters such as bi-weekly payroll, training policies, efficiency testing, budget allocations, and equipment replacement. Prepares monthly cost reports, monthly billing, efficiency testing, accident reports, contract billing requirements and FRA required reports/data. Administers and maintains weekly time reports and submits for payroll processing.
  • Monitors administration of safety program, according to company rules, state, and federal regulations.
  • Conducts safety audits of operations and field personnel.
  • Performs activities of workers supervise.
  • Must be willing to work shift and/or overtime hours during the week and/or weekends as dictated by operations.
  • To appropriately perform the essential duties of this job, regular work attendance is required.

Supervisory Responsibilities: Supervises one or more subordinates in switching operations. Responsible for the overall direction, coordination, and evaluation of these units. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
 

Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Computer Skills: To perform this job successfully, an individual should have knowledge of Lotus Notes, Internet software; Excel Spreadsheet software and Microsoft Word Word Processing software.

Certificates, Licenses, Registrations: Must possess and maintain a valid motor vehicle operator’s driver license and have the willingness to use personal and/or company vehicle in the course of employment. Must posses Safety training/certification as required by customers to work in their facilities and as required by TGS at all TGS locations.

Other Skills and Abilities: Must take and pass the required examinations for the described position to properly maintain competency and skills levels.
